For 2013-2014 academic year, The Roma Education Fund with the support of Open Society Foundations (OSF) is offering Health Scholarship program. The scholarship is awarded to the RHSP beneficiaries of the previous (2012-2013) academic year from Bulgaria, Macedonia and Serbia for pursuing vocational, undergraduate, graduate and doctoral degree in Medical Education at state-accredited Medical Universities or Medical-vocation schools in applicant’s home country. The RHSP scholarship support throughout the applicant’s study and will be used to cover textbooks, exam fees, tuition fee, practice equipment and tools, and partially living expenses. Apart from this, the ongoing RHSP beneficiaries are also eligible for RHSP Language Courses Grant and RHSP Conference Grant.
Study Subject(s): The scholarship is offered for pursuing Medical Education.
Course Level: The scholarship is available for pursuing vocational degree, undergraduate degree, graduate degree and postgraduate degree (doctoral) at state-accredited Medical Universities or Medical-vocation schools in Bulgaria, Macedonia and Serbia.
Scholarship Provider: The funds for RHSP are made available by Open Society Foundations (OSF), through the Roma Health Project of the Public Health Program.

Eligibility:
-Applicants who receive an academic scholarship from other organization(s) for the academic year 2013-2014, are not eligible for REF RHSP. Employees of REF, the Open Society Foundations or national foundations of the Soros Foundations Network (SFN), as well as those individuals working on projects funded by the REF or who receive honoraria (consultants, fellowships) from REF or SFN, are not eligible for REF Scholarship. The applicants may apply to different REF scholarship schemes simultaneously if eligible according to eligibility criteria of each scheme. At the conclusion of the selection process, if accepted for more than one REF scholarship scheme, the concerned applicants will be required to choose only one.
-Applicants who will receive an academic, study, social, or any other type of scholarship/stipend from state institutions(Ministry of Education, Universities, etc.) during the 2013-2014 academic year are also eligible for a REF SP scholarship. However, such applicants have the obligation to notify in written form the REF SP Coordinator in their country about the state-sponsored scholarship, from the moment they start receiving the respective scholarship /stipend.
-Applicants who will receive an academic, study, social, or any other type of scholarship /stipend from an international and/or private entity during the 2013-2014 academic year are also obliged to notify in written form the REF SP Coordinator in their country, from the moment they start receiving the respective scholarship /stipend, mentioning the full title and address of the granting entity, the amount, the period covered, and the purpose.
-Applicants who are full-time beneficiaries in non-degree academic programs or professional development programs in 2013-2014 through which they receive financial support are not eligible for REF scholarship.
In order to be eligible to apply for RHSP scholarship, applicants must:
Declare themselves as Roma;
-Declare as willing to appear publicly as Roma;
-Be current RHSP beneficiaries (for the 2012-2013 academic year), and apply to renew their application, for the 2013-2014 academic year;
-Submit an Academic Goals Statement of Purpose that builds on their academic accomplishments and expresses their academic goals, showing their commitment and motivation to study for the pursued degree;
-Provide an official transcript (as specified here) of the university grades from all completed academic years as well as for the latest completed semester of September – December 2012; the ongoing students should also provide clear evidence that they have successfully passed at least 75% of exams from the previous academic years;
-Submit at least one detailed, informative and relevant Reference Letter (as specified here), describing the academic performance of the applicant and/or his /her extra-curricular activities, both Roma and /or non-Roma related ones;
-Provide evidence by the second stage deadline of enrollment in university studies within a recognized university in the applicants’ own country or country of residence (part of the Program’s countries) by presentation of an original university enrolment certificate for the academic year for which they are applying for scholarship support, as specified here.
Scholarship Open for International Students: The RHSP beneficiaries from Bulgaria, Macedonia and Serbia can apply for this scholarship.
Scholarship Description: The Roma Education Fund – Scholarship Program (REF SP) announces the opening of its –merit-based open competition– new application cycle for the Roma Health Scholarship Program (RHSP), for the renewal Roma students pursuing Medical Education at state-accredited Medical Universities or Medical-vocation schools in Bulgaria, Macedonia and Serbia.The program will only accept renewed applications submitted by the RHSP beneficiaries of the 2012-2013 academic year. The funds for RHSP are made available by Open Society Foundations (OSF), through the Roma Health Project of the Public Health Program.
Duration of award(s): REF can support under RHSP Scholarship scheme the same applicant throughout his/her studies for:
-one Vocational Medical Degree, with transfer to another school/specialization allowed only once;
-one Undergraduate Medical degree, with transfer to another school/specialization allowed only once;
-one Graduate Medical degree, for maximum three years (Medical Residents), and
-one Postgraduate Medical degree, for maximum two years (Doctoral Studies).
What does it cover? The RHSP scholarship can be used to cover textbooks, exam fees, tuition fee, practice equipment and tools, and partially living expenses; The scholarships are not automatically awarded for the subsequent academic year; scholars can apply for renewal subject to successful completion of the prior academic year. In addition to the basic academic scholarship, ongoing RHSP beneficiaries can apply for additional financial support under:

Selection Criteria: Selection criteria for REF scholarship schemes take into account the quality of the information and of the submitted documents. The applicants must strive to comply with the selection criteria and present a competitive application and adequate and relevant materials. The following criteria will be considered:
1. Grade point average (GPA)
2. Academic goals – Statement of Purpose
3. Essay on Roma issues
4. Extra-curricular activities
5. Recommendation Letter.
Notification: The Program communicates the outcomes of the selection process to the applicants via e-mail, on two occasions:
-Firstly, after Step Three mentioned above (end of July – August) when applicants will receive either an official Rejection Letter with specified reasons for rejection, or a Notification Letter containing instructions on further steps to be undertaken by the candidate in order to stay in the competition;
-Secondly, after Step Five mentioned above (end of October – November) when applicants will receive either an official Rejection Letter with specified reasons for rejection, or an Acceptance Letter.
How to Apply: In order to be considered for scholarship in the academic year 2013-2014 applicants must comply with the Program deadlines of stage one – submission of Application deadlines per country group, and with the stage two – submission of Enrollment Certificate, and if the case, of Tuition Fee Certificate, as described in detail below.
- Stage One:
- Online Application Form (OAF) must be completed exhaustively; applicants must provide all the requested information and documents.
- The Reference Letter(s) must be scanned and uploaded as attachments within the OAF, and must:
-Be written by a person who is familiar with the applicant’s academic achievements or/and Roma-related activities; such person can be the applicant’s university professor, an NGO leader or work supervisor;
-Reference Letter shall not be written by a relative or a personal friend of the applicant, or by a person who applied for REF scholarships for the current academic year, or who is currently receiving a REF scholarship;
-Students applying for any of the REF scholarship schemes shall not write a recommendation letter for other applicants;
-Bear the original signature and stamp (if available) of the reference person;
- Grade transcripts (containing your Grade Point Average – GPA) must be scanned and uploaded as attachments within the online application form and:
-Be an official academic grade transcript from all completed academic years as well as the latest completed semester of September 2012 – December 2012 /January 2013; in case applicants have not been enrolled in school/university lately they have to provide certified copies of the latest received grade transcripts and diplomas;
-Shall contain complete list of mandatory exams (including not passed and postponed ones) for all previous academic semesters and also for semester 1 of 2012-2013 academic year;
-Bear the original stamp of the university and signature of the university representative.
Note: in case applicants encounter difficulties in obtaining and providing a grade transcript as described above, they should contacts (before the application deadline) their Country Coordinator.
- ID/passport must be scanned and uploaded as attachments within OAF, and must:
-Be legible and, if an ID, have copies of both sides.
-Contractual Obligations: These are part of the OAF that needs to be accepted by applicants in order to be further considered for the academic competition:
-the Contractual Obligations constitute a legally binding article serving as an agreement by the applicant to follow the REF SP requirements and conditions if the applicant is selected for the scholarship;
-the Contractual Obligations will be reviewed and agreed within OAF by each applicant;
-the agreement with the Contractual Obligations –by submission of the Online Application Form– does NOT entitle or guarantee the selection of the applicant for a scholarship.
Stage Two – Submission of Official Enrollment Certificate
- must be scanned and uploaded as attachment to the online application form and must:
-Be an original enrolment certificate from the applicants’ university showing that the applicant is enrolled for the academic year 2013-2014;
-Contain the applicant’s full name, his or her year of study, name of university, faculty, department, specialization and type of study (i.e. full time, part time, distance etc.);
-Not bear corrections unless stamped and signed by the issuing person.
- Tuition fee certificate - must be scanned and uploaded as attachment to the online application form and:
-Be an original tuition fee certificate indicating cost of tuition for the academic year 2013-2014 (if applicable); the tuition amount should be indicated on the enrolment certificate; an additional stamp needs to be placed next to the amount indicated.
Applicants are strongly advised to read carefully the requirements and specific guidelines of the Program and contact the Country Coordinator in case they require clarifications.
Scholarship Application Deadline: For Stage One: The deadline for submission of application is 31 May 2013. For Stage Two :Submission of Official Enrollment Certificate is open until October 15th 2013.
