CHINESE GOVERNMENT SCHOLARSHIP-2013-2014

1. Applications are invited from Indian nationals, on plain paper, in the format given below, for the award of Chinese Government Scholarship tenable from September, 2013 for higher studies/research/specialized training in the subject fields of Chinese Language and Literature, Business Management (MBA), Plant Breeding and Genetics, Environmental Science, Fine Arts (Painting and Sculpture), Agronomy, Sericulture ,Botany and Political Science/International Relations .
- ELIGIBILITY CONDITIONS:-
(a) Qualifications:-
i) Chinese Language and Literature:- One or two years basic grounding in Chinese language (i.e. a certificate/degree/Diploma from reputed/recognized institutions).
ii) Fine Arts (Painting & Sculpture):- Should have obtained Bachelors Degree in Fine Arts with minimum 60% marks in aggregate.
iii) Other subjects:- Should have obtained post-graduate degree with minimum 60% marks in aggregate in a related subject. The selected candidates may have to undergo Chinese Language study for one year prior to undertaking study in the areas of their choice.
(b) Age Limit:- 40 years or below as on 20-03-2013 (i.e. born on or after 20-03-1973.)
(c) Value of Scholarship:- The Chinese Government pays a sum of Yuans 2000/- p.m to all senior advanced students, Yuans 1400/- p.m to ordinary graduate students and Yuans 1100/- p.m. to undergraduate students. In addition, Government of India is paying supplementary grant of Yuans 1170/- p.m. Government of China will also provide boarding, lodging, medical care and bear expenditure on tuition and other fees etc.
(d) Cost of passage:- Government of India will bear the International passage cost from India to China and back
(e) Last date for submission of application:- Applications on plain paper (as per format given below) along with attested copies of all certificates/degrees/diplomas and mark sheet of qualifying degree should reach “The Section Officer, ES.3 Section, Ministry of Human Resource Development, Department of Higher Education, Wing-6 , 2nd floor , West Block-I, R.K. Puram, New Delhi-110066 latest by 20-03-2013 (5:30 P.M). Applications received after this date will not be considered. Applications can also be submitted online at website www.education.nic.in or www.sakshat.ac.in by 20-03-2013. In case of online applications, hard copy of the applications in the prescribed format along with required documents should be submitted by 28-03-2013 otherwise online applications will not be entertained.
NOTES: 1. The study of Chinese Language Course of about one year is mandatory before starting study in relevant subject in Chinese Language. The medium of instructions/study in China is Chinese Language; hence the candidates must keep this fact in mind before sending application for Chinese Government Scholarship. No request for exemption or waiving of Chinese Language Course will be entertained after nomination/selection and application of applicant will be rejected summarily if he/she is not willing to study Chinese Language in China.
2. All the candidates must submit their application online through http://laihua.csc.edu.cn to the China scholarship Council also.
3. The following documents must be attached with the application:
(a) Attested copy of the mark-sheet of all degrees, diploma, qualifying examination; and attested copy of the certificate certifying the date of birth.
(b) Self attested copies would not be accepted.
(c) Where grades are mentioned, the candidate must indicate the conversion formula adopted by the University/Institution and should indicate equivalent percentage of marks.
(d) Candidates who are awaiting the final result need not apply.
4. Equivalent foreign degree will be considered.
5. Candidates who have already been abroad for study/research/training for more than six months at a time either on a scholarship or on their own, are eligible to apply only if they have been in India for at least two consecutive years after their return from abroad. Applications of candidates, who are staying abroad, will not be considered.
6. Candidates should have adequate knowledge of geographical situation, culture and heritage of China and India.
7. Applications in subject-fields, other than those specified, will not be considered. A candidate can apply only in one subject.
8. Employed candidates must send their applications through their employers with “No Objection Certificate”. However, an advance application can be submitted with the undertaking that the application through employer should reach before the date of interview, positively. Otherwise candidates will not be allowed to appear for interview.
9. Candidates must attach with the application a description in at least 500 words of his project/proposal of study/research to be undertaken in China.
10. In case no communication is received on or before 04-05-2013 by a candidate, who applied in response to the advertisement, it may be presumed that he/she has not been nominated for the scholarship. No correspondence will be entertained in this regard.
11. Applications which are incomplete (viz. subject has not been mentioned, Photograph has not been pasted, unsigned applications) will not be considered.
12. Canvassing in any form & suppression of any fact in the application will disqualify the candidature of the applicant.
13. As these scholarships are offered by foreign Govts, the applications should be submitted in English only.
14. Candidates who do not possess the essential qualifications need not apply.
15. THE DECISION OF SELECTION COMMITTEE SHALL BE FINAL. NO REPRESENTATION IN THIS REGARD WILL BE ENTERTAINED.
16. The final Selection of the nominated candidates rests with the Government of China.
17. Mere fulfillment of minimum requirements as laid down in the advertisement does not qualify a candidate for interview. Interview letters are sent only to limited number of candidates after their applications are examined by the committee of experts.
18. The applicants who are in employment should have an assurance from their employers that if their nomination is successful, they will be granted sufficient leave for study period.
19. Candidates for Fine Arts should also submit four photographs of their recent art works alongwith the application, which will not be returned.
20. This Division will not be responsible for postal delay.
TENURE OF AWARDS
Awards for Ph.D. study will be made for three years in the first instance with provision for an extension of upto one further year. Each award will be made on the understanding that it will be continued for the period of the programme of study or research for which it is granted provided that the scholar’s progress and conduct are satisfactory, but no award shall last for more than four years.
2. Each application must be accompanied by attested copies of (a) certificate of age (b) mark-sheets of the qualifying examination (c) all degrees/diplomas/certificates (d) Plan of Study for Ph.D students and (e) Name of 3 referees (Recommendation letters from the referees to be submitted at the time of interview)
3. Candidates who have already been abroad for study/training/specialization either on scholarship or on their own for a period exceeding six months are eligible to apply only if they have been in India for at least two consecutive years after returning from abroad as on 31.5.2013.
4. Applications in subject fields other than those specified above will not be considered.
5. Applications of candidates who are abroad will not be considered.
6. For research students, a statement of 500 words outlining the applicant’s proposed research topic, including research question and objectives, proposed methodology, timeline and justification for home-located research. The statement should also identify the significance and application of the proposed research topic to the development of the applicant’s home country.
7. Those who have already completed Ph.D. in India or abroad need not apply.
8. Candidates who do not possess the requisite qualifications need not apply.
9. Candidates should have adequate knowledge of geographical situation, cultural heritage of India and the donor country.
10. Documents submitted alongwith the applications will not be returned. Hence, candidates are advised to send only the photocopies of the certificates etc. duly attested by competent authority. Self attested certificates will not be accepted.
11. Since these scholarships are offered by Foreign Government, applications should invariably be submitted in English only.
12. Experience has to be supported by documentary evidence.
13. Candidates must have good knowledge of written and spoken English (The donor country reserves the right to request evidence of having passed an accredited English language test).
14. Applicants are required to be of sound health and awards are subject to successful candidates’ satisfying a prescribed medical examination by donor country.
15. Employed candidates must send their application through their employers with a “No Objection Certificate”. They will not be called for interview unless the certificate is forwarded with the application.
16. Mere fulfillment of requirements as laid down in the advertisement does not qualify a candidate for interview. Interview letters in a particular subject are sent only to the best candidates after their applications are judged by a duly constituted Selection Committee of Experts.
17. Applications not in the prescribed proforma and application received after the prescribed date and incomplete applications will not be considered.
18. Canvassing in any form will be a disqualification.
19. The Selection committee’s decision about candidates for interview or selecting a candidate for nomination will be final. NO REPRESENTATIONS IN THIS REGARD WILL BE ENTERTAINED.

Candidates should apply for the above scholarship on thick plain paper (preferably typewritten) with recent passport size photograph duly affixed, furnishing the details/particulars in the given format to the Section Officer (ES.4 Section), Scholarship Division, Ministry of Human Resource Development, Department of Higher Education, West Block-I, Wing-6, 2nd Floor, R.K. Puram, New Delhi-110066 latest by 31st May, 2013 (Telephone No. 26172492). Application received thereafter will not considered. On line applications may be accepted provided hard copy of the application alongwith enclosures (attested copies of certificates, mark sheet etc.) reach the Ministry within 7 days after the last date.
